Tributes to a brave and dedicated Police Officer

Oh God! What’s happening? one after the other! Today again got the sad and heartbreaking news when someone called from Noida in the morning and told me that retired Deputy Superintendent of Police VPS Chauhan has died of liver disease at Delhi’s Sir Gangaram Hospital! He was unwell for last few days. I got a call from Chouhan about 15 days ago. He was in the hospital and had been advised to gor for liver transplant. Preparations for surgery were going on. His daughter was to be the donor. I myself was bed-ridden struggling with illness for almost a fortnight. Jokingly I had told him, it seems that our planets are the same, you are lying there and I in Lucknow. One never knew this was the last time we were talking.

Chouhan was a brave police officer and was awarded the Gallantry Medal. He successfully completed his tenure in important districts like Meerut, Ghaziabad, Saharanpur, and Noida in western UP and had played a key role in “real encounters” with dreaded criminals like Ashok Tyagi, and Sriprakash Shukla. As he was not keeping well, he had got himself transferred to PAC Ghaziabad from Etah district on health grounds and after retiring from there, he was living at Rajnagar, Gaziabad. Chauhan’s health had been constantly fluctuating. He was shattered and broken after the death of his young son in an accident a few years ago. He was able to come out of this depression due to the support he got from his courageous, smart and efficient wife and a loving daughter, but could not be completely normal again.
Chauhan’s relations with me were more like a family than just a police officer and a subordinate. My elder brother late Shri BK Chaturvedi, Meerut SP City, had given him training during the period 1983-87. Chauhan considered himself as his true disciple. He called him Bhai Sahab and respected him like a Guru.

When I came to Noida, after combating terrorism in Terai and Eastern Uttar Pradesh in 1992-93, Chauhan who was then the station in-charge of Sector twenty. He helped me in understanding the nitty-gritty of metropolitan policing. He was always there to coordinate efforts when it came to planning operations and managing crime. Our relationship remained constant since then and we were in regular touch. Our last interaction was 15 days ago. May God give strength to his wife Bharti and daughter to endure this trauma and peace to the departed soul. All you need is the “last Jai Hind” from the depths of my heart!

Ram Krishna Chaturvedi, Member UP Police Recruitment & Promotion Board and former Inspector General of Police, Uttar Pradesh, is a highly decorated police officer. He resides in Lucknow but presently, during the Corona lockdown period, he is staying with his daughter at Sector 31 in Noida.

It was in the evening, this past Saturday that Chaturvedi got a call from one Hukum Singh, who is an electrician. He hails from Aligarh and lives in the Nithari area of Noida. For last many years, he has been in touch with Chaturvedi, who was earlier posted as SSP Noida.

Hukum Singh had called up to seek help as there was total lockdown and he had to reach Aligarh at the earliest. For him, it was an emergency as he had received a call from his wife who had told him that she was critically ill and needed immediate medical attention. She lives in Aligarh with her son and daughter-in-law but was helpless at that juncture as her son was out of station.

Initially Chaturvedi responded by expressing his helpless in the matter in view of the prevailing situation. After a while, he got another call from Hukum Singh to inform him him that if he failed to reach Aligarh, his wife may not survive – therefore, he was even thinking of going from Noida to Aligarh on his bicycle as there was no other option available to him. Immediately Chaturvedi felt the seriousness and gravity of the matter and decided that he would do all to help the person in distress.

Chaturvedi called Akhilesh Kumar, the Additional Commissioner of Police, who in turn activated the system and as a result of timely help from ACP 1 Noida Arun Kumar Singh, SHO 20 Rakesh, ACP Dadri Satish Kumar, SI Vikas and a media-person who was his neighbour, they were able to send Hukum Singh by truck (lorry) and he was able to reach Aligarh by about 2 am that night. In this way, he was able to be return home and rush his wife to hospital in the morning.

Daily, the police is directly involved in many such philanthropic works and the police personnel go unsung, Thanks to the Noida Police, a commoner in distress received timely help and much needed succour when he needed it the most

NIA crackdown on ISIS module Harkat-ul- Harb-e-Islam

New Delhi: In an early morning action today, NIA carried out searches at 17 locations in Delhi and Uttar Pradesh in a major crackdown on an ISIS-inspired module styled as ‘Harkat-ul-Harb-e-Islam’,

The NIA raids were conducted with active support of Delhi Police, Uttar Pradesh Police and UP ATS.

On receiving credible information that a group of pro-ISIS individuals have formed a terrorist gang and they were preparing to carry out terrorist attacks targeting vital installations, sensitive locations and crowded places in and around Delhi and national capital region (NCR), NIA registered a case on on Thursday (20 December 2018) under sections 120B, 121, 121A, 122 of IPC, Sections 4 & 5 of the Explosive Substances Act and sections 17,18,18 B, 20,38 and 39 of the UA(P) Act against the mastermind of the module, Mufti Mohd. Suhail @ Hazrath s/o Hafiz Ahmad, native of Amroha, UP and his associates and
investigation was taken up..

The inputs were further developed and field verifications were done. It was ascertained that Mufti Mohd. Suhail and his associates have mobilized funds and have procured weapons, ammunition and explosive material to prepare IED’s and bombs and they were planning to carry out explosions and fidayeen attacks at places of importance in and around Delhi and also target crowded places.

To disrupt and dismantle the module, searches w ere carried out today at 6 places in Jafrabad, Seelampur, Delhi, and 11 places in Uttar Pradesh (6 in Amroha, 2 in Lucknow, 2 in Hapur and 1 in Meerut) and huge quantities of explosive material, arms and ammunition and other incriminating material and documents were seized. The seized items include 25 kg of explosive material, such as Potassium Nitrate, Ammonium Nitrate, Sulphur, Sugar material paste, 12 pistols, 150 rounds of live ammunition, 1 country- made rocket launcher, 112 alarm clocks, mobile phone circuits, batteries, 51 pipes, remote control car triggering switch, wireless digital doorbell for remote switch, steel containers, electric wires, 91 mobile phones, 134 SIM cards, 3 laptops, knife, sword, ISIS-related literature and a cash totaling about Rs. 7.5 lakh.

The accused persons arrested by NIA in connection with this case are:

i) Mufti Mohd. Suhail@Hazrath s/o Hafeez Ahmad, 29 years, native of Amroha. working as Mufti in a Madrasa at Hakim Mahtab Uddin Hashmi Road, Amroha, UP. He was presently staying at Jaffrabad, Delhi, and had tasked other team members to procure arms, explosives and other accessories to prepare IED’s and pipe-bombs.

ii) Anas Yunus S/o Mohd. Younus, 24 years, r/o Jafrabad, Delhi. He is pursuing Civil Engineering at a University in,Noida. He was instrumental in procuring electrical items, alarm clocks & batteries to carry out their terror conspiracy.

iii) Rashid Zafar Raq@ Zafar s/o Iqbal Ahmad, 23 years, r/o Jafrabad, Delhi. He is into garments business.

iv) Saeed@ Sayeed s/o Habeeb, 28 years, r/o Saidapur Imma, Amroha, UP. He has a welding shop at Amroha.

v) Raees Ahmad S/o Habeeb and brother of Said @ Sayeed, r/o Saidapur Imma, Amroha, UP. He has a welding shop at IslamNagar, Near Idgah, Amroha, Uttar Pradesh.

The two brothers Saeed and Raees had procured huge quantity of explosive material/gun powder (approx.25 kg) for preparing IED’s and pipe bombs and were instrumental in fabricating a rocket launcher to carry out terrorist attacks.

vi) Zubair Malik s/o Gulzar Ahmad, 20 years, r/o Jaffrabad, Delhi, a B.A 3rd year student, Delhi University.

vii) Zaid Malik, s/o Gulzar Ahmad, brother of Zabair Malik, 22 years, r/o Jaffrabad, Delhi. Both the brothers iZaid & Zubair were part of the terror conspiracy and were instrumental in procuring batteries, connectors, SIM cards on fake documents and were mobilising funds for buying bomb -making material.

viii) Saqib Iftekar s/o Iftekar,26 r/o Vait, PO Simbhaoli, Hapur, Uttar Pradesh works as Imam in Jama Masjid, Baksar, Uttar Pradesh. He helped the master-mind Mufti Mohd. Suhail in procuring weapons.

ix) Mohd. Irshad s/o Ishtiyak, r/o Mohalla Qazi Zada, Amroha, Uttar Pradesh. He is an auto-rickshaw driver and was helping Mohd. Suhail in arranging a hide-out for keeping the material for making IED’s and bombs.

x) Mohd. Azam s/o Hafiz Ahmad, 35 years, r/o Chauhan Bajar, Gashi Mendu, Delhi. He runs a medical shop in Seelampur, Shahdara, Delhi and helped the master-mind in arranging weapons.

Apart from these accused, some other suspects are being examined. The arrested accused would be produced before the NIA Special Court, Patiala Court House, New Delhi tomorrow (27 December). Further investigation of the case is continuing to unearth the larger terror conspiracy.

UP Police arrests 10 naxalites, averts Maoist attack in Delhi-NCR

naxalites-arrested3Noida (Delhi-NCR Region): By arresting 10 naxalites (Maoist insurgents) and recovering from them a huge cache of firearms and explosives from Nodia in the national capital region of Delhi and Chandauli adjoining Bihar on Sunday, the Anti-terrorist Squad (ATS) of Uttar Pradesh Police have averted a major attack by the Left-wing extremists in this area.

Among those arrested is a self-styled area commander. The left-wing extremists were trained at making bombs and were planning violent incidents in the Delhi-NCR region, IG (UP Special Task Force) Aseem Arun told media-persons at a press conference here.

In raids carried out during the night, nine Naxals, including self-styled area commander Pradeep Singh Kharwar, were arrested from Hindon Vihar in Noida. Six of these were nabbed at night and three in the morning. Ranjit Paswan, a former self- styled area commander of erstwhile People’s War Group, who was active in Naxal-hit Sasaram district of Bihar, was arrested from Chandauli, adjoining Bihar.

Pradeep Singh Kharwar, is a resident of Bariatu village in Latehar district of Jharkhand. He was living in Noida since February 2012 and carried a reward of Rs 500,000.
