It is a bigger battle to defeat Communalism and Separatism in Kashmir. It is Communalism which feeds separatism and provides fertile substrate to cross-border terrorism.
Communalism is built around false narratives of ancient, medieval and modern history besides imagined grievances.
Kashmir, Kashi and Ujjain (Avantika) were premier centres of Indic civilisation in ancient India.
Kashmir’s contribution to every aspect of Indic civilisation stands well acknowledged.
Right since early 1980s concerted attempts were made to negate Kashmir’s historic identity which linked it with Indic civilisation. False narratives by changing name places, distorting history of shrines, manufacturing wrong perspectives on Rajatarangini & Kalhana, etc. were built.
Same was done to deny religious and cultural genocide of natives during medieval times.
Distorted narratives on contemporary history too remain in circulation.
An important battle that needs to be waged to defeat terrorism in Kashmir is to challenge distorted versions of history.
Landmark work of academician Prof.Shonaleeka Kaul on ancient Kashmir restates Kashmir’s historic identity in its context and breaks new ground in understanding major currents of ancient Kashmir.
Unfortunately, there has been no scholarly study on medieval Kashmir that delineates major trends of the period.
We have now english translations of major chronicles on medieval Kashmir.Baharistan Shahi and Tohafatul Ahbab, so well translated by Prof.KN Pandita, document religious & Cultural genocide.
On Modern Kashmir we have excellent studies by Dr. UK Zutshi and Prof.MK Teng. But there is lot that needs to be done to reconstruct an authentic history of modern Kashmir.

Washington DC: As domestic terrorism has evolved into the most urgent terrorism threat the United States faces today, the Biden Administration has released the first-ever National Strategy for Countering Domestic Terrorism.
On his first full day in office, the US President Joe Biden had directed his national security team to lead a 100-day comprehensive review of U.S. Government efforts to address domestic terrorism.
The comprehensive strategy against domestic terrorism, released on Tuesday 15 June, provides a nationwide framework for the U.S. Government and partners to understand and share domestic terrorism related information; prevent domestic terrorism recruitment and mobilization to violence; disrupt and deter domestic terrorism activity; and confront long term contributors to domestic terrorism.
Expert assessment of the domestic terrorism threat provided by the US intelligence and law enforcement communities found two most lethal elements of today’s domestic terrorism threat. They are: (1) Racially or ethnically motivated violent extremists who advocate for the superiority of the white race, and
(2) Anti-government or anti-authority violent extremists, such as militia violent extremists.
To develop a government-wide strategy to counter domestic terrorists, the Biden Administration consulted extensively with a wide array of experts across the U.S. Government as well as with leaders in Congress, state and local governments, academia, civil society, religious communities, and foreign governments.
The US Department of State will continue to assess whether additional foreign entities linked to domestic terrorism can be designated as Foreign Terrorist Organizations or Specially Designated Global Terrorists.
The U.S. Government has revamped support to community partners who can help to prevent individuals from ever reaching the point of committing terrorist violence. The U.S. Government will strengthen domestic terrorism prevention resourcesand services. For the first time, the Department of Homeland Security (DHS) has designated “Domestic Violent Extremism” as a National Priority Area within the Department’s Homeland Security Grant Program, which means that over $77 million will be allocated to state, local, tribal, and territorial partners to prevent, protect against, and respond to domestic violent extremism.
The U.S. Government will improve public awareness of federal resources to address concerning or threatening behavior before violence occurs.
The U.S. Government will augment its efforts to address online terrorist recruitment and mobilization to violence by domestic terrorists through increased information sharing with the technology sector and the creation of innovative ways to foster digital literacy and build resilience to recruitment and mobilization.
The U.S. Government will increase support to Federal, state, and local law enforcement in addressing domestic terrorism nationwide. U.S. Attorney’s Offices and FBI field offices across the country have formally made domestic terrorism a top priority and are tracking comprehensively domestic terrorism-related cases, reallocating or requesting appropriate funding and resources as needed to target the threat. That includes over $100 million in additional resources for DOJ, FBI, and DHS included in the President’s Fiscal Year 2022 Budget to ensure that the Federal Government has the analysts, investigators, prosecutors, and other personnel and resources it needs to thwart domestic terrorism and do justice when the law has been broken.
The U.S. Government is improving employee screening to enhance methods for identifying domestic terrorists who might pose insider threats. The Office of Personnel Management will consider updates to the forms used to apply for sensitive roles in the Federal Government that could assist investigators in identifying potential domestic terrorism threats.
Every component of the government has a role to play in rooting out racism and bigotry and advancing equity for all Americans. The U.S. Government, in close partnership with civil society, will address the long-term contributors that are responsible for much of today’s domestic terrorism. This includes reducing and protecting Americans from racial, ethnic, and religious hatred, and stemming the flow of firearms to individuals intending to commit acts of domestic terrorism.

Modi called on the international community to unite against the growing threat of terrorism and urged political parties not to support Terrorism in the interest of the security of the country and for the morale of India’s security forces.
Speaking on the occasion, the Prime Minister said the various projects inaugurated for the Integrated development of Kevadia will help in increasing the tourism of the region. He said tourists will now have the option to visit the Statue of Unity to get the darshan of Sardar Saheb through a sea-plane service as well.
Cultural Unity by Maharishi Valmiki
The Prime Minister remarked that a few centuries ago, Adikavi Maharishi Valmiki made efforts to make India more vibrant, energetic and culturally united than the India we experience today. Shri Modi expressed happiness that Valmiki Jayanti coincides with Ekta Diwas. He expressed happiness the way the country has proved its collective strength, its collective will in the face of this epidemic, is unprecedented.
New dimensions of Unity
The Prime Minister said now Kashmir has moved on a new path of development, leaving behind the obstacles that were coming in the development of Kashmir. He added today the country is establishing new dimensions of unity. He listed the steps taken for the restoration of peace in the Northeast and the initiatives taken for its development.
He said the construction of Ram Temple in Ayodhya following the Hon’ble Supreme Court’s verdict is an attempt to restore the cultural glory of India envisioned by Sardar Patel.
Aatma Nirbhar Bharat
The Prime Minister remarked that today, 130 crore countrymen together are building a nation that is both strong and capable, in which there should be equality and there are also opportunities. He said only a self-sufficient country can be confident of its progress as well as its security. He added therefore that the country is moving towards becoming self-sufficient in the various fields including defense as well.
Development of Border Areas and Protection of India’s Sovereignty & Integrity
The Prime Minister said India’s perspective and attitudes towards borders have also changed. Criticizing the neighbouring countries, he said today those eyeing the land of India are getting a befitting reply. He pointed out that India is building hundreds of kilometers of roads, dozens of bridges and many tunnels on the borders. He affirmed that today’s India is fully ready to protect its sovereignty and integrity.
Unite against Terrorism
The Prime Minister said amidst these efforts, there are many challenges which India and the whole world are facing today. He said the way some people have come out in support of terrorism is a matter of global concern today. He urged upon the need for all the countries of the world, all governments, all religions, to unite against terrorism. He said a sense of peace, brotherhood and mutual respect is the true identity of humanity. He pointed out no one can ever get welfare from terrorism-violence. He said our diversity is our existence and we are so extraordinary. He reminded that this unity of India is the power which keeps others on their toes. They want to make this diversity our only weakness. He stressed the need to recognize such forces and remain cautious.
The Prime Minister said he was reminded of Pulwama attack while watching the parade of paramilitary forces today. He said the country can never forget the incident and the whole nation was saddened by the departure of its brave sons. He said the country will never forget the kind of statements made on the incident. Without naming Pakistan, he said the recent statements made in the Parliament of the neighbouring country brings out the truth.
He lamented the play of ugly politics in the country which displayed utter selfishness and arrogance. Politics done after Pulwama attack is a great example of to what extent can these people go, for their political interest. He urged such political parties to work in the interest of the security of the country and for the morale of our security forces.
The Prime Minister said knowingly or unknowingly by playing into the hands of anti-national forces for your selfishness, you will not be able to work for the interest of the country nor for your party. He stressed that the highest interest for all of us should be the country’s interest. He added when we think of everyone’s interests, only then will we progress.
Earlier the Prime Minister witnessed a colorful parade of police forces of Gujarat State, the Central Reserve Armed Force, Border Security Force, Indo-Tibetan Border Police, Central Industrial Security Forces and National Security Guards. The parade also included a Rifle drill by the female officers of CRPF. The Jaguars of the Indian Air Force also performed a fly-past to mark the occasion. The Prime Minister also witnessed a cultural event showcasing the tribal heritage of India on the occasion of Rashtriya Ekta diwas.

From agriculture, space to healthcare, India is taking several steps to build Atmanirbhar Bharat. I am confident that measures, like, opening up the space sector will generate many new employment opportunities for our youth and provide further avenues to enhance their skills and potential.
Only a few months ago, we used to import N-95 masks, PPE kits, and ventilators from abroad. We not only made N-95 masks, PPE kits and ventilators during the pandemic, but were able to export these to all over the world.
Apart from ‘Make in India’, we must also embrace the mantra of ‘Make for World’.
National Infrastructure pipeline project worth Rs 110 lakh crore will boost our overall infrastructure projects. We will now focus on multi-model connectivity infrastructure. We can’t work in silos anymore; we need to focus on comprehensive and integrated infrastructure. About 7,000 projects of different sectors have also been identified. It will bring a new revolution in infrastructure sector.
How long will the raw material from our country become a finished product and return to India. There was a time when our agricultural system was very backward. The biggest concern then was how to feed the countrymen. Today, we can feed not only India but many countries of the world. Self-reliant India not only means reduction of imports, but also to increase our skills and our creativity.
The whole world has been noticing the reforms being pursued in India. As a result, the FDI inflow has broken all records. India witnessed 18% jump in FDI even during the Covid pandemic.
Who could have imagined that lakhs of crores of rupees would be directly transferred in the Jan Dhan accounts of the poor in the country? Who could have thought that such a big change would happen in the APMC Act for the benefit of farmers? We have worked for women empowerment- Navy and Air Force are taking women in combat, women are now leaders, and we abolished triple talaq, got sanitary pads to women for just 1 rupee.
My dear countrymen, we have been told here – Samarthyamool Swatantryam, Shrammulam Vaibhavam. The strength of a society, the freedom of any nation is its power, and the source of its prosperity and progress is its labor force.
7 crore poor families were given free gas cylinders, more than 80 crore people were provided free food with or without ration cards, about 90 thousand crores were directly transferred to bank accounts. Gharib Kalyan Rojgar Abhiyan has also been started to provide employment to poor in their villages.
The campaign for Vocal for Local, Re-Skill and Up-Skill will bring about a self-reliant economy in the lives of people living below the poverty line.

In Corona’s time, we have seen what the role of Digital India campaign has been. Just last month, almost 3 lakh crore rupees have been transacted from BHIM UPI alone.
Before 2014, only 5 dozen panchayats in the country were connected with optical fiber. In the last five years, 1.5 lakh gram panchayats in the country have been connected with optical fiber. All 6 lakh villages in the country will be connected with optical fiber within coming 1000 days.
My dear countrymen, our experience says that whenever there is an opportunity for women power in India, they have brought laurels to the country, strengthened the country. Today, women are not only working in underground coal mines, but also flying fighter planes, touching new heights in sky.
Of the 40 crore Jan Dhan accounts opened in the country, about 22 crore accounts are of women only. At the time of Corona, in April-May-June, about thirty thousand crores of rupees have been directly transferred to the accounts of women in these three months.
When Corona started, there was only one Lab for Corona Testing in our country. Today there are more than 1,400 Labs in the country.
Another very big campaign is going to start in the country from today. This is the National Digital Health Mission. Every Indian will be given a health ID. National Digital Health Mission will bring a new revolution in India’s health sector. All your tests, every disease, which doctor gave you which medicine, when, what were your reports, all these information will be contained in this one health ID.
Today, not one, not two, three vaccines of Corana are currently under testing phase in India. As soon as the green signal is received from the scientists, the country’s preparation is also ready for mass production of those vaccines.
This year is the year of a new development journey of Jammu and Kashmir. This year is the year of rights for women and Dalits in Jammu and Kashmir! It is also a year of the dignified life of refugees in Jammu and Kashmir. It is a matter of pride for all of us that the representatives of the local bodies in Jammu and Kashmir are pushing forward a new era of development with activism and sensitivity.
By making Ladakh a Union Territory last year, the old demand of its people has been met. Ladakh, situated in the heights of the Himalayas, is moving forward today to touch new heights of development. Just as Sikkim has made its mark as an Organic State, in the coming days, Ladakh, will make its identity as a carbon neutral region, work is also being done in this direction.
A special campaign with a holistic approach to reduce pollution in 100 selected cities of the country is also being worked on.
India is fully sensitive to the preservation and promotion of its biodiversity. In the recent past, the tiger population has increased at a rapid pace in the country! Now a project lion for our Asiatic lions is also going to be started in the country. Similarly, Project Dolphin will also be launched.
From the LOC to the LAC, whoever has raised eyes on the sovereignty of the country, the country, the army of the country has responded in the same language. Respect for India’s sovereignty is supreme for us. What our brave soldiers can do for this resolution, what the country can do, the world has seen this in Ladakh.
A quarter of the world’s population lives in South Asia. We can create untold possibilities of development and prosperity of such a large population with cooperation and participation.
Our border and coastal infrastructure also have a huge role in the security of the country. Be it the Himalayan peaks or the islands of the Indian Ocean, today there is an unprecedented expansion of road and internet connectivity in the country.
There are more than 1300 islands in our country. In view of their geographical location, considering their importance in the development of the country, work is underway to start new development schemes in some of these selected islands. After Andaman and Nicobar islands, in the next 1000 days, Lakshadweep will also be connected to submarine optical fiber cable.
The expansion of NCC will be ensured to 173 border and coastal districts of the country. Under this campaign, special training will be given to about 1 lakh new NCC Cadets. In this also, about one-third of the daughters will be given this special training
Our Policies, Our Process, Our Products, Everything should be Best, Must be best. Only then will we be able to realize the vision of Ek Bharat-Shresth Bharat.
The middle class will be the biggest beneficiaries of ‘Ease of Living’; from cheap internet to economical air tickets, highways to i-ways, and from affordable housing to tax reduction – all these measures will empower the middle-class people of the country.
