Income Tax Officers and employees will stage protest demonstration tomorrow

income taxNew Delhi: The Income Tax department employees and officers who are agitated by the delay in promotions to the cadre of Assistant Commissioners (ACIT) and other cadre management related issues will be holding a lunch hour demonstration tomorrow (Tuesday, May 12, 2015) in front of all the Principal Chief Commissioner Income Tax (Pr. CCIT) offices across the country

The Income tax Employees federation and Income Tax Gazetted Officers Association, under the banner of Joint Council of Action, have been pushing for DPC for immediate promotion to the cadre of Assistant commissioners against the left over vacancies of 2013‐14 and the entire vacancies for recruitment years 2014‐15 and 2015‐16.

The Joint Council of Action is also pressing for finalization of Recruitment Rules for Group‐B & C and filing up of post in the cadre of Inspectors. Their emphasis is that the posts of Inspectors lying vacant in the absence of proper candidates in one category be filled by promoting eligible candidates from other categories.

These issues, along with other pending issues were discussed in the meeting of the Central Joint Council of Action held in New Delhi on April 28. At this meeting it was unanimously decided to go on the path of agitation by holding a lunch hour demonstration in front of the all the Pr. CCIT offices across the country on May 12.

Tuesday’s Lunch hour demonstration will conclude with a resolution to unanimously ask the CBDT Chairperson to take into consideration and settle their demands without further loss of time “as the employees and officers of the Department are totally frustrated and angry over the inordinate delay on the part of the Board in finding resolution to these issues.”

Beside promotion to the cadre of Assistant commissioners against the left over vacancies of 2013‐14 and the entire vacancies for the recruitment years 2014‐15 and 2015‐16 immediately. CBDT will be asked through the resolution to finalise and notify the Recruitment Rules of all Group B and C cadres. In the absence of these rules, the career prospects of the employees is being advesely affected. CBDT would also be asked to Issue instructions immediately to the field formations to effect promotion to the cadre of Inspectors to enable the Chief Commissioners of Income tax (CCA) to divert the posts lying vacant from one category to another.

Income Tax Gazetted Officers Association had taken up the issue of anomalies in the recent transfer orders of ACsIT with CBDT on April 9 and 17. Subsequently on April 20, the Board opened the post‐AGT representation window in the grade of DCIT/ACIT.

Income Tax Gazetted Officers Association has also leveled the charge that an Instruction of CBDT Member (P & V ), issued last year on April 29, directing all the Pr. CCsIT to consult the Zonal Director of Vigilance before holding the Local Placement Committee Meetings was used adversely against their members without any tangible evidence or reason in some of the regions while issuing local transfer orders.
