New Delhi: Sustained operation by the Crime Branch of Delhi Police to curb the activities of the criminal syndicate operating a human trafficking and prostitution racket from GB Road, the Capital’s red light area, has led to the arrest of one more person in a MCOCA case of international Human Trafficking.

The Crime Branch recently launched action and invoked provisions of MCOCA against human traffickers operating from GB Road for the first time ever. In continuation of its efforts, the Crime Branch has arrested one more accused person Damodar Pandey @ Makkhan (38), who hails from Suja village of Anchal Raathi in Dang district of Nepal.

MCOCA (Maharashtra Control of Organised Crimes Act) has been extended to Delhi to equip the Delhi police with more powers to handle increasing attempts by terrorists and organised gangs to target and get a foothold in the national capital.

Earlier this year, the Delhi Police had arrested a couple – Affaq Husain and Saira – who had amassed wealth and assets and properties worth millions of rupees, and six others. They have been booked under MCOCA for running from GB Road the biggest trafficking and prostitution racket with its trail stretching up till Nepal.

During sustained interrogation of Damodar, it has been revealed that he is an active member of the criminal syndicate. He used to be the Manager of Kotha No. 64, 3rd floor, G.B. Road, Delhi. He used to collect money from the customers and give it to Afaq Hussain and Saira Begum, the owners of the Kotha. He used to manage all the day to day activities of the Kotha and kept watch on the activities of “nayikas” and the victim girls.

Damodar came to Delhi and started plying an auto rickshaw in 2006,. He came in contact with Afaq and Saira about 6 years ago through his elder brother Ramesh Pandey, who was working as their driver. Ramesh has already been arrested in the same case.

Damodar, who was arrested on 18 October near NPL Parade Ground at Kingsway Camp here, has studied up to 6th standard. He is married and has two children. His family lives in Nepal.

Double murder in UP, blind murder in Delhi: Police nabs life convict who had jumped parole

delhi police4New Delhi: The Crime Branch of Delhi Police has arrested a notorious and desperate criminal Deepak Tomar (26), who is a parole jumpee and was wanted in two separate cases of hienous crime – a double murder in Uttar Pradesh and a blind murder in Delhi.

A cash reward of Rs. 5000 for his arrest was also announced (case FIR No.97/15 u/s 302/120B IPC, PS Ramala, Distt. Baghpat,UP. The police have recovered from his possession, a loaded countrymade sophisticated .315 Bore pistol with 3 live cartridges.

For nabbing hardcore criminals wanted in sensational and heinous cases of crime in Delhi & the national capital region (NCR), a team of officers of Crime Branch led by ACP Shweta Chauhan and comprising of Inspr Satish Kumar, ASI Yashpal, HCs Devdutt, Ajay, Cts Sandeep, Anand Singh, Mahesh, Praveen, Jagpravesh, Deepesh and Azad Singh was constituted under the close supervision of DCP Dr. G. Ram Gopal Naik and under overall supervision of Addl. CP K.K. Vyas and efforts were made to establish their hideouts and apprehend them.

The Crime Branch team collected information through all possible sources and started tracking one notorious criminal Deepak, son of Satyavir and resident of Soop Village under Ramala Police Station of Baghpat district in Uttar Pradesh. He was residing at Shiv Ram Park in Nangloi – Delhi. This person was wanted in several heinous cases including murder. For apprehending him, number of suspected hideouts in Delhi and NCR were raided. On a few occasions, the Police narrowly missed him.

Deepak’s movements were continuously tracked and finally on 13 October, Ct. Sandeep received a specific input that the wanted criminal would come from Mangolpuri Railway Station to the Sanjay Gandhi Hospital at Mangolpuri in Delhi to look for a new hideout. On this information,the team immediately swung into action and laid a trap. Deepak came walking from Mangolpuri Railway Station sensed trouble and tried to flee from the spot but he was promptly apprehended by the Police.

On sustained interrogation, Deepak disclosed that he had committed many sensational murders in Uttar Pradesh, Delhi and Haryana.

In 2008, along with his associates – Magender, Ranbir, Harender, Geeta Ram and Satyawan, he had committed a sensational murder at Civil Lines in Rohtak. In thiscase, Magender was the contract killer and his target was Richhpal, who was Sarpanch of Sangi Village near Khidwali but due to wrong identity, they had murdered another person – Ramesh of Charkhi Dadari. In this case, six accused, including Deepak, were convicted for life.

In 2010, during his judicial custody in Rohtak jail, Deepak had conspired with a Dilbagh gang member and planned and executed the murder of one Dhajja Ram due to his enmity with Anil Leela gang.

In July, 2014, Deepak had managed to get 21 days parole/furlough from Bhondsi jail in Gurgaon but he did not turn up and jumped parole.

In 2015, after Deepak had jumped parole/furlough, he along with his associates Deepak and Saurabh committed the sensational double murder of Dharmender and Sachin both residents of Soop village falling under the Ramala police station in Baghpat district of UP. They had fired 21 rounds with country made pistol to execute the double murder, which was the result of their ongoing enmity with Jitender and Anil of Ranbir gang of their village. A case (FIR No.97/15u/s 302/120B IPC, PS Ramala, Baghpat-UP) was registered. Deepak was absconding after committing the crime and a cash reward of Rs.5000 was announced for his arrest.

In May, 2015, along with his associates, Deepak robbed a Scorpio vehicle from the Nihal Vihar Police station area. A case (FIR No.433/15 u/s 392/34 IPC, PS Nihar Vihar) was registered and he was also wanted in this case.

In September, 2015, along with three associates Sunder, Tinda and Amit, Deepak committed the sensational murder of Sohanveer, son of Bhoop Singh and resident of Bhabhewa village under the Beri Police station in Jhajjar district of Haryana. The murder was the result of personal enmity as Sohanveer had beaten him in Rohtak jail. A case (FIR No.538/15 u/s302/201 IPC) was registered at Baba Haridas Nagar Police station. This was a blind murder as the identity of the deceased and accused could not be established till date by local police despite best efforts.

During further interrogation, Deepak disclosed that he was planning to murder about 8 persons from his village due to ongoing enmity and he had arranged arms from one Manish of Nasirpur at Budhana in Uttar Pradesh.

Deepak Tomar has studied upto 12 th standard. After a “love marriage”, he was residing in Shivram Park with his father for the last one year. His mother has expired.

Fugitive Punjabi film producer and his two brothers arrested in Mumbai

delhi police4New Delhi: The Crime Branch of Delhi Police has arrested three most wanted fugitives – Garuav Sethi @ Golu @ Monu (35), who has produced two Punjabi films, along with his two brothers Vikram Sethi @ Mohan (36) and Manish Sethi @ Minkoo (40) from Mumbai.

Gaurav Sethi was declared a Proclaimed Offender in two cases and a reward of Rs 25000 had been declared on the arrest of the three fugitives. Gaurav Sethi had produced two Punjabi films in 2008 and 2011.


In 2014, the Lodhi Colony Police Station had arrested Gaurav Sethi in a fraud and cheating case. On 31 July that year, he was produced in the Court and was remanded to judicial custody. Constable Hawa Singh of Lodhi Colony Police Station was escorting him to Tihar Jail in a TSR. When they reached near DDA Market Jail Road to take food for accused Gaurav Sethi, his brothers Vikram Sethi and Manish Sethi reached there and urged Hawa Singh to allow them to get the signature of Gaurav Sethi on the “vakalatnama”. Taking opportunity of this, Gaurav Sethi pushed the police constable and all the three fled from the spot in two cars a Verna and an Audi.

Following this incident, a case under appropriate sections was registered at Hari Nagar Police Station but the three could not be arrested as they kept changing their location and identity.
After several months of dedicated efforts to track the accused, head constable Satender and Constable Sandeep Dabas got specific information that Gaurav Sethi and his brothers were living in Mumbai under fake identity. Immediately, a team led by Assistant Commissioner of Police Sanjay Sehrawat, and comprising of Inspector P.C Khanduri, Sub Inspectors Data Ram, Rajbir Singh and assistant sub-Inspector Yudhvir Singh, Head constables Satender, Bijender, Dinesh Kumar, Virender, Hanuman, Ravinder, and constables Sandeep Dabas and Saurabh Saini was constituted under the supervision of Deputy Commissioner of Police Bhisham Singh and under overall guidance of Additional Commissioner of Police K.K Vyas. Acting on a tipoff, the team arrested the accused persons from Mumbai where they were residing with their families under fictitious identity.

Gaurav Sethi was born and brought up in Karol Bagh in Delhi. His father was in timber business. He studied up to 12th class from Harcourt Butler School. He took admission in Khalsa College but dropped out after Ist year. Thereafter, he did some odd works and in 2001, he worked with Standard Chartered Bank in the Verification Department.

In 2003 he opened an office in Rohini Delhi in the name of ‘GS Builder’. He would assist the clients in getting loans from various banks such as Dena Bank, PNB, Bank Of Maharastra. Later, he used to prepare forged documents and take loan on bogus properties. He used to take handsome commission and bought several properties.

When many cases were registered against him in different Police Stations, he went underground. In 2014, he was arrested by the Lodhi Colony police station when he fled from police custody while being taken to Tihar Jail.

After his escape, they went to Chandigarh and from there, came to Mumbai along with his brothers where they were living under fictitious identity and with the money he had taken with him from Delhi, he again got engaged in finance business by providing loans on higher rate of interest.

Earlier he was running casinos in Mariott, Panaji (Goa), Colombo (Sri Lanka) and Nepal. Later, he developed craze for Bollywood, fame and rich lifestyle.

In 2008, he produced a Punjabi film ‘Watno-Dur’, which was filmed in Mauritius starring famous Punjabi actors. It was released all over India. Gurusewak Mann, Deep Dhillon, Upasana Singh, Raza Murad have acted in this film, and Hansraj Hans was the playback singer.

In 2011, he produced another Punjabi film ‘Baba Bulleshah’, in which Ustad Tafu Khan of Lahore in Pakistan was the music composer-director. He is a very famous Tabla Player. This film could not be released due to some problems with the distributor.

Gaurav’s brother Manish has also studied upto 12 class from Harcourt Butler School and completed his graduation from Zakir Hussain College. He also enrolled himself in the MBA Distant Leaning course from a private institute. In 2001, he started a tours and travel company in the name “Khushbee Tours & Travel” in Rohini. But after suffering losses, he closed thisbusiness and took up jobs with a few private companies. In 2013, he entered into the construction business and started a firm by the name “Shree Chakradhar Builders”. In 2014, when his brother Gaurav was arrested, he helped in his escape from police custody. At present he was also living in Mumbai with his family and was doing property business

Their brother Vikram Sethi studied upto 10th standard at Harcourt Butler School in Delhi. He dropped out of school due to family problems and started helping his brother Manish in his Travel and Construction business. In 2014, when his brother Gaurav Sethi was arrested he also joined in helping in his escape from police custody. He too was living in Mumbai with his family and was engaged in finance business.

Kidnapping for ransom: Delhi Police nabs two dreaded criminals after a shootout at Bhati Mines area

Such cases of kidnapping have become common in the Mewat area. The modus operandi of the criminals is that they give advertisements in newspapers in far flung areas of Maharashtra and Gujarat for sale of vehicles especially cars and scrap material at a throwaway price. The gullible fall easy prey to such advertisements and get trapped in the criminals’ net. -Delhi Police

Kidnapping for ransomNew Delhi: The Crime Branch of Delhi Police has arrested two dreaded criminals wanted for the kidnapping of a resident from Bhuj district in Gujarat, who was called to Delhi with the offer and allurement of buying a car at a throwaway price.

The two criminals arrested in the kidnapping case (FIR No.20/16 dated 17/02/2016 u/s 364A/34 IPC PS Crime Branch Delhi) are Taufiq @ Kala (24), resident of Daulatpur village under Govardhan Police station of Mathura district in Uttar Pradesh and Sunny (23), resident of Karmuka Bas village under Kama POlice station of Bharatpur district in Rajasthan.

The Police have stated that the victim Valji Bhai of Bhajau in Bhuj district of Gujarat had arrived in Delhi after receiving calls on his mobile from some unknown persons. They had told him that they would arrange a car for him at a very low price. On finding this as an extremely lucrative offer, he landed at the Delhi Railway Station on 21 December, 2015, where he met a person, who took him to Palwal on the pretext of showing him the car. On reaching Palwal, he noticed that about half a dozen persons were already present there on two bikes. Sensing danger, he refused to go any further. He was forceibly taken to a secluded place where he was beaten up and a ransom of Rs. 500,000 was demanded from his son over the mobile phone. The accused also took away his mobile phone and Rs. 20000 he was carrying in cash. The next day another gang member came alerted the kidnappers by telling them that a Delhi Police team had raided that area. on hearing this, all of them fled from the spot. The kidnap victim lodged a complaint with the Police on returning home by train.

After registering the complaint, police deployed its own sources to collect information regarding those involved in this crime. Police contables Salimuddin and Ravinder Khokhar recieved specific information on 23 August, 2016 regarding the movement of the accused. The policemen were told that they would be coming from Gurgaon to Bhati Mines area to meet their associates on a motorcycle.

A team of South Eastern Range led by Assistant Commissioner of Police Ishwar Singh and comprising of Inspector Pankaj Singh, Sub-inspectors Vishal Chaudhary, Aas Mohammad, Assistant SIs Shiv Kumar, Dharmender, Hashim Khan, head constables Jagpal, Kusum Pal, Prithvi, Gulbir, Jai Parkash and constables Rohit Solanki, Sanjeev, Ravinder Khokhar, Ravinder Malik, Surender and Anil was constituted under the supervision of Deputy Commissioner of Police Bhisham Singh and overall guidance of Additional Commissioner of Police K.K. Vyas to nab the criminals. The team swung into action and a trap was laid. When the accused persons came to Bhati mines on a motorcycle, the police party signaled them to stop, but they tried to flee frpm the spot. Both of them whipped out their pistols and Sunny even fired two shots at the police party that returned the fire and managed to overpower both of them. Two pistols and five cartridges were seized from them.

The Delhi Crime Branch Police station has arrested both of them and registered a case (FIR No. 145/16 dated 23/08/16 U/S 186/353/307 IPC, 25/27/54/59 Arms Act).

Taufiq was born at Daulatpur village in Mathura district of UP. He has studied up to 4th standard in his village school. His father works as a labourer. He came in contact with criminals of the area and became a habitual offender. He has been involved in many cases of kidnapping of innocent persons for ransom. Sunny, the other accused arrested in this case, was born in Karmuka Bas village in Bharatpur district of Rajasthan. He studied up to 9th standard in his village. His father is also a known criminal of that area.

The accused are also wanted in different cases registered in Bharatpur district of Rajasthan and Mewat district of Haryana.
