All set for IN-SPACe to take off; process begins to fill Director level posts with S&T employees on deputation

New Delhi: Department of Space proposes to fill up posts at the Director, Deputy Director and Assistant Director level in the Directorates of the Indian National Space Promotion and Authorisation Centre (IN-SPACe) on Deputation basis from the eligible S&T employees working in DOS/ ISRO Centres/Units.

The Office Memo for filling the IN-SPACe posts was issued on Wednesday 29 December 2021 with the approval of the Competent Authority.

The terms and conditions of deputation will be broadly as contained in the DoP&T OM No. 6/8/2009-Estt. (Pay II) dated the 17.06.2010, as amended from time-to-time.

The applications along with their bio- data, attested copies of Annual Performance Appraisal Reports for the last five years and Vigilance Clearance Certificate are equired to the departent of Space by January 21, 2022.

Terms and conditions and eligibility criteria of deputation:

• Age Limit:

Maximum age limit for deputation shall not exceed 56 years for posts below Level.

For Level 14 the maximum age limit shall be 58 years.

• Tenure of Deputation:

The period of deputation shall be 5 years which is extendable upto 7 years as per the extant orders on the subject. No further extension beyond the seventh year shall be considered.

• Eligibility:

For posts of Director (L-14), Dy. Director (L-13A/13) and Asst. Director (L-12/11), OSD (L-12) in each of the Directorates, the eligibility will be of persons holding analogous level posts in the Centre/Unit under DOS as well as possessing the expertise as required.

• Pay:

Those holding analogous posts will be eligible for deputation allowance and will continue to draw the basic pay of the post held in the parent Centre/Unit.

• Allowances:

(i) Deputation Allowance:

The deputation allowance shall be in accordance with the provisions contained in the DOP&T OM No. 6/8/2009-Estt. (Pay II) dated the 17.06.2010, as amended from time-to-time.

Following allowances will be regulated as per Government of India Orders:

HRA/Transport Allowance & Joining Time and Joining Time pay & Travelling Allowance and Transfer TA Children Education Allowance

(ii) Dearness Allowance:

The employee will be entitled to dearness allowance at the rates prevailing in the borrowing Entity or in the lending entity depending on whether he/she has opted to draw the pay in the ex-cadre post or the parent grade + deputation allowance.

LTC: Will be in accordance with Government of India Orders

Medical Facilities: This will be regulated in accordance with the CHSS

• Leave:

Will be continued to be governed by the Leave Rules as applicable before deputation to IN-SPACe.

• Promotion:

Those holding the posts of Scientist/Engineers will be considered for promotion as per their eligibility in their parent Centre/Unit. However, in the event of them being recommended for promotion, they will be granted only proforma promotion in IN-SPACe as the post sanctioned in IN-SPACe may be at a lower level. In terms of GOI orders on proforma promotion, their pay will be protected.

• Premature reversion to Parent Centre/Unit

When an employee is appointed on deputation basis, his services are placed at the disposal of the parent Centre/Unit at the end of the tenure only. For premature repatriation, a notice of not less than 3 months should be given.

• Miscellaneous

On all matters that are not mentioned explicitly, the employee will be governed by the rules/regulations/orders of ISRO/DOS/Government of India as amended from time to time.

Co-ordination Entity

• Coordinate the activities of all the Directorates and ensure timely clearance of applications

• Shall possess overall knowledge on the management of projects /programmes of ISRO, launch vehicle and spacecraft systems, infrastructure and facilities, , etc.

Assistant Director (Level 12/11)
• Technical/ operational/ project management expertise as a middle level (Level 12/11 ) Scientist/Engineer in Launch Vehicle/ Satellite/Operations/Space Application area

  1. Technical Directorate

Responsibilities

• Assessment and evaluation of proposals w.r.t technical requirements, infrastructure capability, technological maturity, quality requirements, etc
• Planning and Supervision of technical activities of non-governmental entities in ISRO premises
• Technical liaising with ISRO for enabling and promoting participation of non- governmental entities in the field of space.
• Generate quality and reliability standards for commercial space activities.
• Assessment of orbit-frequency coordination requirements to establish and operate space asset by non-governmental entities.
• Coordination with other Ministries for ITU filing procedures regarding technical matters.
• Ensure interference free operations and compatibility with ITU filings of India and othercountries, for GSO & NGSO systems.

• Develop methodologies and mechanisms for assessing and evaluating proposals
• Implement the tasks identified by the Directorate

Expertise

Post Director (Level 14)

• Technical/ operational/ project management expertise at senior level (14& above) in Launch
Vehicle/ Satellite /Space Application area.
• Shall possess overall knowledge on the management of projects /programmes of ISRO, launch vehicle and spacecraft systems, infrastructure and facilities, awareness on debris mitigation
requirements, space situational awareness, RF communication, etc.

Deputy Director (Level 13A/13)

• Technical/operational/project management expertise as senior/middle Level (13A/13 & above) Scientist/Engineer in Launch Vehicle/ Satellite
/Space Application area

Assistant Director (Level 12/11)

  • Technical/ operational/ project management expertise as a middle level (Level 12/11 & above) Scientist/Engineer in Launch Vehicle/ Satellite/Space Application area.

Security & Safetv Directorate

Responsibilities – Safetv related


• Assessment of safety requirements and protocols, range safety aspects, environmental and public safety aspects, risk and damage assessment, liability aspects, etc.
• In-orbit asset & ground stations safety assessment, protocols generation.
• Generate safety standards for commercial space activities
• Clearance of debris mitigation plan
• Launch pad safety plan pre and post launch
• Range safety assessment and clearance
• Planning, Supervision of Safety related activities and liaise with non- governmental entities for implementation of the same in ISRO/DOS premises
• Formulate guidelines and protocols to be followed by non-governmental entities for conducting technical activities in ISRO/DOS premises.

Responsibilities – Security related
• Establish mechanism to address requirements pertaining to applications in the domains of national security, strategic communications and surveillance.
• Security clearance for space activity purpose, orbit and orbital parameters, mission operations plan, etc
• Liaise with competent authorities for security clearance of space objects from inside and outside the country intended for space activity authorization.
• Establish mechanism to address cyber security concerns

Promotion & Monitoring Directorate

Responsibilities – Monitorinq related
• Supervision of authorized space activities from start to end of mission to ensure compliance terms.
• Provide alerts on any activities that goes beyond the prescribed guidelines.
• Prescribe corrective actions and ensure compliance.
• Evaluate the effectiveness of the project post implementation and provide regular feedback.
• Coordination of space situation awareness activities, debris mitigation and monitoring
• Establish appropriate mechanism for interference monitoring for communication space systems in both Space and Ground Segment.
• Registration of Space Objects and maintenance of the National Space Registry

Responsibilities – Promotion related
• DeVelop programmes/initiatives for promoting space industry ecosystem in India
• Organise/Institutionalize activities/events for creating space awareness
• Define the technological strategy for promotional programmes to augment the capabilities in the country to bridge the gap for enabling and promoting participation of non-governmental entities in
the field of space.
• Establish capacity building facilities and infrastructure towards space activity promotion

  1. Officer on Special Dutv to Chairman, IN-SPACe

Responsibilities

Officer On Special Duty:

  1. Qualification:
    a. Mandatory: BE/B.TEch
    b. Desirable: MBA
  2. Desirable experience:
    a. Minimum 6 years of experience working in techno-managerial area
    b. Knowledge of space systems — launch Vehicle, satellites, satellite based applications/services, facilities, etc.
  3. Desirable qualities:

    b. Prepare agendas, attend meetings and transcribe correspondence.
    c. PrOVide technical support to Chairman, IN-SPACe in generating documents, presentational materials, analysis reports, etc.
    d. Provide technical liaising services as deemed necessary by Chairman, IN-SPACe
