CIC instructs United India Insurance Company to review crop insurance delivery mechanism

New Delhi: The Central Information Commission has instructed the CMD, United India Insurance Company Ltd. to review the whole delivery mechanism in respect of the Crop Insurance Policy pursued by them and undertake remedial action wherever necessary.

Through the CIC order, passed today by central Information Commissioner Bimal Julka in response to a series of appeals by a number of individuals, the United India Insurance Co. Ltd, (Regional Office, Sahara Chambers, Tonk Road, Jaipur- 302015) has been instructed to furnish all the details sought by the Appellants, free of cost, within a period of 15 days.

In respect of the matter concerning two appelants, the Commission has instructed the CPIO to provide a certified copy of the list of individuals whose premium amount was deposited with the bank, alongwith any other associated correspondence to the Appellants within a period of 15 days to facilitate the flow of information.

On perusal of the replies given by CPIO in all the matters, the CIC has pointed out that a cyclostyled response was provided without diligent and careful examination of the information sought. Hence, the Commission has placed on record its displeasure to the CPIO over the casual manner in which the RTI application had been dealt with by the Public authority. The CPIO has been warned to be extremely careful and vigilant in handling RTI petitions in future, failing which the Commission has said that it
would initiate penal action under Section 20(1) of the RTI Act, 2005.

Some appeals were related to the RTI applications seeking information regarding certified copy of action taken after survey and note sheet of correspondence, survey report, video in C.D. and photos taken during the physical survey. A couple of other appeals were regarding information sought under RTI regarding certified copy of action taken concerning letters sent to the RM/UII, customer care officer; photocopy of rules/provision in the MOU signed by the State government and UIICL concerning the time period for getting the claim settled, the name and address of the First Appellate Authority etc.
