Bhopal: The Madhya Pradesh Government has announced the terms of reference for the one-man Judicial Commission, headed by retired Judge of High Court Justice S,K. Pande, which has been appointed to probe the gunning down of eight under-trial prisoners belonging to the banned outfit SIMI in Police encounter hours after they had escaped from the Central Jail here on the intervening night of October 30 and 31.
The Commission will present its report to the Government within 3 months of the publication of the notification for setting up the Commission.

1. What were the circumstances and sequence of events that led to eight under-trial prisoners escaping from Bhopal Central Jail during the intervening night of October 30 to 31? who are the officers and employees responsible for the incident?
2. What was the sequence of events and in what circumstances all the eight prisoners who had escaped from jail were guned down in a police encounter near Manikedha village falling under the Gungaa police station in Bhopal district on October 31?
3. Was the action taken by the police during the encounter was justified and logical under the circumstances?
4 Suggestions to ensure such an incidents of prisoners escaping from jail are not repeated.
5. Other issues incidental to the investigation.
