Five key-members of an inter-State drug cartel arrested by Delhi Police

New Delhi: Sleuths of Special cell of Delhi Police have busted a narcotic cartel by arresting five key members of an inter-state gang of drug traffickers, including a woman drug supplier.

Those arrested have been identified as (1) Balkar Singh, (36), of Village Lakkhan Pal in Jalandhar district of Punjab, Gurcharan Singh , (35), of Sicha village in Kapurthala district of Punjab, Manjeet Singh, (40), resident of house no 9, Jalandhar Enclave, Mitha Pur, Near Kukki Dab Chowk, Jalandhar in Punjab, Satnam Singh @ Bunty, (42), from Bajaria Khuttar village in Shahajanpur district in Uttar Pradesh, and (5) Krishna Devi, (55) wife of Niranjan Ram, resident of Langdoya Colony, Nawansher district in Punjab. from their possession, the police have seized 5.275 kg of fine quality heroin worth more than Rs. 20 crore in international market. 2 luxury cars and 8 mobile handsets that were being used in drug trafficking.

Delhi Police Inspector Attar Singh had specific information about drug trafficking activities of members of this syndicate for the last three months. Both technical and human surveillance was mounted on the movements of the members of this drug cartel. During surveillance, it was found that two drug peddlers Balkar Singh and Gurcharan Singh were recently released on parole from Kapurthala Jail in Punjab. Both had started collecting consignments of heroin from Delhi and Bareilly in UP and were supplying it to various persons in Punjab. On this tipoff, a police team was formed. On 16 March 2016, Balkar Singh and Gurcharan Singh were arrested near Tajpur Road turning at 5.30 p.m. while they were driving in a Swift car and 3.5 kgs heroin was recovered from them. A case under the Narcotic Drugs and Psychotropic Substances Act, 1985 (NDPS Act), has been registered against them by the Special Cell at Lodhi Colony here.

Their interrogation led to more inputs about Manjeet Singh – another key member of the drug cartel. He was arrested on 18 March 2016 at Mukarba Chowk here. He arrived there in his white coloured Toyata Fortuner car. One kg of heroin was recovered from his possession. Manjeet had come to Delhi to deliver a consignment of heroin to a person at Mukarba Chowk. Another case under NDPS Act was registered against him the Special Cell. On interrogation, he disclosed that he had received this drug from one Satnam Singh @ Bunty, a notorious drug supplier of Shahajanpur in UP. He further revealed that he has been regularly receiving heroin from this person, who used to deliver the consignment in Roorki or in Haridwar to evade local police. On receiving this information, a Police team led by Sub Inspector Parveen was dispatched and Satnam Singh @ Bunty was arrested from Bareilly on 18 March where he had arrived to deliver heroin to one of his contacts. Five hundred gms of heroin was recovered from his possession. On 21 March, another team led by Sub Inspector Sandeep arrested a woman drug supplier, identified as Krishna Devi from Nawansher in Punjab and 275 gms heroin has been recovered from her house.

The POlice have learnt that that all arrested persons are members of an inter-state drug cartel. They have been involved in supplying heroin for more than 15 years. Balkar Singh, Gurcharan Singh, Manjeet Singh and Krishna Devi are notorious drug traffickers and are in this trade for last many years. Their main supplier Satnam Singh has been supplying heroin for last 20 years.

While lodged in Kapurthala Jail, Balkar Singh and Gurcharan Singh came in contact with Shailender Gupta, a notorious drug supplier of Bareilly, who was also lodged in the same jail. He introduced both of them to Satnam Singh , also of Bareilly. After their release from jail, both started receiving heroin from Bareilly. Balkar Singh, who was undergoing 10 years Rigorous Imprisonment, was recently released from Kapurthala jail on bail pending his appeal against conviction.

Gurcharan Singh was also serving a 12 year jail term in the same case. He was granted 45 days Parole and he came out of jail on 21 february this year. After coming out of jail they again took to drug trafficking.

The trail of heroin in this case starts from Manipur from where it is brought to Bareilly and Shahjanpur in UP by the carriers working for the drug suppliers. Drugs suppliers of Punjab come to Bareilly and Shahjanpur to procure heroin for further distribution to small drug peddlers.
