CBI arrests a Chartered Accountant and Businessman in the Syndicate bank scam case

Syndicate Bank scamNew Delhi: The Central Bureau of Investigation today arrested a Chartered Accountant of Udaipur and a real estate developer of Jaipur in the on-going investigation of a case relating to an alleged loss of Rs. 1000 Crore to Syndicate Bank.

The arrested accused were produced today in the designated court at Jaipur (Rajasthan) and remanded to seven days police custody. During searches conducted in the course of further investigation, Rs. 66 lakh cash; certain electronic hard drives and incriminating documents were recovered from the premises of Chartered Accountant’s employees as the same was allegedly kept by him (Chartered Accountant).

CBI had registered a case on a complaint from Syndicate Bank under sections 120-B read with 409, 420, 467, 468, 471 of IPC and Sec. 13(2) read with 13(1)(c) and (d) of Prevention of Corruption Act, 1988 against a former General Manager, FGM Office, Syndicate Bank, New Delhi; then DGM, Regional Office, Syndicate Bank Jaipur; then Chief Manager, MI Road Branch, Syndicate Bank, Jaipur; then AGM, Malviya Nagar Branch, Syndicate Bank, Jaipur; then AGM, Syndicate Bank, Udaipur; a Chartered Accountant & two private persons from Udaipur; a private person of Jaipur; certain private companies and other unknown public servants & private persons for causing an alleged loss of Rs.1000 crore (approx) to Syndicate Bank.

It was alleged that the accused persons in connivance with the Bank officials committed a fraud of Rs.1000 crore by resorting to discounting of fake cheques & bills against fake letters of credit (LCs) and arranging over-draft limit against non-existent LIC Policies. The said fraud was allegedly committed at branches of Syndicate Bank at Malviya Nagar & MI road branches in Jaipur and Udaipur branch (Rajasthan). It was further alleged that since 2011, the bank officials of said branches at Jaipur & Udaipur colluded with private persons / customers and resorted to discounting of fake cheques, fake Inland Bills and arranging over-draft limit against non-existent LIC polices. The amount involved in individual transactions ranged from Rs. 40 lakhs to Rs. 5 crore but majority of them were in the range of Rs.2.5–4.0 crore. To avoid detection, many of these transactions were nullified from the proceeds of new fraudulent transactions. Searches were also conducted on 08.03.2016 at 10 locations including Jaipur, Udaipur and New Delhi which led to recovery of incriminating documents.

CBI registers 2 cases against Railway officials and a private company

cbiNew Delhi: The Central Bureau of Investigation has registered a case against two former Executive Electrical Engineers; two former Senior Section Engineers; four other officials, all working in Railway Electrification, Jabalpur and one New Delhi based private company under sections 120-B and 420 of IPC and 13 (2) read with 13(1) (d) of Prevention of Corruption Act 1988.

It was alleged that during railway electrification work awarded to the private company for Group No. 173B between Manikpur (Excl)- Satna (incl) and Satna to Rewa Sections, less construction of foundations of Electric Poles was done in comparison to the RDSO approved drawings but the said Railway officials dishonestly inflated measurements of foundations in the measurement books and in bills of the contractor and thereby provided undue pecuniary benefits to the private company.

Another case was registered against the Executive Electrical Engineer; four Senior Section Engineers during the period in question; seven other officials, all working in Railway Electrification, Jabalpur and one private company based at New Delhi, under sections 120-B and 420 of IPC and 13 (2) read with 13(1) (d) of Prevention of Corruption Act 1988 on the allegations that during railway electrification work awarded to the private company for Group No. 174 between Satna and Jabalpur Section, less construction of foundations of Electric Poles was done in comparison to the RDSO approved drawings but the said Railway officials dishonestly inflated measurements of foundations in the measurement books & in bills of the contractor and thereby provided undue pecuniary benefits to the said private company.

Searches have been conducted in both cases at 23 places in residential & official premises of the accused and official premises of Railway Electrification and other places including private company Jabalpur, Bhopal, Katni, Satna, Itarsi, Chhindwara (all in MP); Delhi; Jaipur (Rajasthan); Allahabad (UP); Jind (Haryana); Agra, Mathura, Muzaffarnagar (UP) which led to recovery of incriminating documents.

Supreme Court allows publication of photos of Governors, Chief Ministers in Government advertisements

Supreme Court of IndiaNew Delhi: The Supreme Court today, after due consideration, reviewed its earlier judgement of 13 May 2015 and passed an order in response to a writ petition by Karnataka State and extended the exception carved out in its earlier order permitting the publication of the photographs of the President, Prime Minister and Chief Justice of the country in official advertisements, also to the Governors and the Chief Ministers of the States.

After reviewing the earlier judgment of 13 May, 2015 passed in Writ Petition (Civil) No.13 of 2003, Writ Petition (Civil) No.197 of 2004 and Writ Petition (Civil) No.302 of 2012, a two judge bench of Supreme Court, comprising Justice Ranjan Gogoi and Justice Pinaki Chandra Ghose, has passed an order which says:

(i) The exception carved out in paragraph 23 of the aforesaid judgment dated 13th May, 2015 permitting the publication of the photographs of the President, Prime Minister and Chief Justice of the country, subject to the said authorities themselves deciding the question, is now extended to the Governors and the Chief Ministers of the States.

(ii) In lieu of the photograph of the Prime Minister, the photograph of the Departmental (Cabinet) Minister/Minister
In-charge of the concerned Ministry may be published, if so desired.

(iii) In the States, similarly, the photograph of the Departmental (Cabinet) Minister/Minister In-charge in lieu of the photograph of the Chief Minister may be published, if so desired.

(iv) All other observations/directions in the aforesaid judgment dated 13th May, 2015
3 shall continue to remain in force subject to the above modification.

Para 23 of the earlier Supreme Court order: The legitimate and permissible object of an advertisement, as earlier discussed, can always be achieved without publication of the photograph of any particular functionary either in the State of a political party. We are, therefore, of the view that in departure to the views of the Committee which recommended permissibility of publication of the photographs of the President and Prime Minister of the country and Governor or Chief Minister of the State along with the advertisements, there should be an exception only in the case of the President, Prime Minister and Chief Justice of the country who may themselves decide the question. Advertisements issued to commemorate the anniversaries of acknowledged personalities like the father of the nation would of course carry the photograph of the departed leader.

 

25 GoI bureaucrats at the Secretary level retiring this year

While one officer in the secretary rank will retire on 31 March, five of them holding the post of secretary in Government of India will retire on superannuation on 30 April 2016. Three officers in the Secretary rank will retire on 31 May, one on 30 June, one on 31 July, two on 31 August, three on 30 September, three on 31 October, Two ion 30 November, and four on 31 December.
